煤矿安全生产驻矿监管员管理系统研究与应用

Research and application of management system of resident supervisors of coal mine safety production

针对山东省煤矿安全生产驻矿监管工作中存在的问题隐患未能及时发现、未能及时消除以及存在漏管失管等现象,山东省能源局在现有山东省能源安全调度平台的整体技术架构基础上,研究开发了煤矿安全生产驻矿监管员管理系统。该系统以山东省能源局印发的《全省煤矿安全生产驻矿监管员管理办法(试行)》为依据,以落实驻矿监管员工作职责为主要内容,通过矿用智能手机和专用App提供监管管理并对驻矿监管行为进行记录,进而实现驻矿监管员履职情况分析。通过在山东省7个产煤地市的驻矿监管员的使用结果表明,该系统规范了煤矿安全生产驻矿监管工作,加强了对驻矿监管员的监督管理,实现了井下生产现场的实时监督管理,强化了驻矿监管员考核管理,成效显著。

In view of the phenomenon of coal mine safety production resident supervision in Shandong,such as failure to detect and eliminate hidden danger in a timely manner,and lack of management,Energy Administration of Shandong Province has researched and developed a management system of coal mine safety production resident supervisors based on the overall technical framework of the existing Shandong energy safety dispatching system platform.The system is based on the Measures for the Administration of Resident Supervisors of Coal Mine Safety Production in Shandong Province(Trial)issued by Energy Administration of Shandong Province,and its main content is to implement the job responsibilities of resident supervisors,and to provide supervision,management and record of the resident supervision behaviors through mining smartphones and special apps,so as to analyze the resident supervisors'performance.The using results of mine resident supervisors in 7 coal producing cities in Shandong indicate that the system has standardized the resident supervision work of coal mine safety production,strengthened the supervision and management on resident supervisors,realized real-time supervision and management of underground production sites,improved the assessment and management of resident supervisors,and achieved significant results.
