关于危险废物处理项目环境影响评价存在的问题分析及对策探讨

Analysis of Existing Problems and Countermeasures in Environmental Impact Assessment of Hazardous Waste Treatment Projects

中国共产党第二十届人大会议确立了“十四五”规划以及“二〇三五年远景目标”,致力于打造绿色、低碳、美好的人居环境,同时将“持续改善环境质量”作为新时期环境治理的首要目标,深入贯彻中央生态环保政策,打好污染防治攻坚战。危险废物是指人类生产经营活动中所产生的废弃物,对环境以及人类生命安全有着严重威胁,这也使危险废物处理项目环境影响评价工作显得尤为重要。在简要论述危险废物处理项目环境影响评价价值的基础上,对危险废物处理项目环境影响评价存在的问题进行深入剖析,并提出加大监管力度,优化防治措施;提高产量计算精准度,健全管理机制;细化界定标准,优化报告内容等应对策略。

The 20th National People's Congress of the CPC established the"14th Five Year Plan"and the"Vision for the Year of 2035",committed to creating a green,low-carbon and beautiful living environment,while taking"continuous improvement of environmental quality"as the primary goal of environmental governance in the new era,deepening the implementation of the central ecological and environmental protection policy,and fighting the battle against pollution.Hazardous waste is the waste generated in human production and business activities,which poses a serious threat to the environment and human life safety,this also makes the environmental impact assessment of hazardous waste treatment projects particularly important.On the basis of briefl y discussing the value of environmental impact assessment for hazardous waste treatment projects,this paper deeply analyzes the problems existing in the environmental impact assessment of hazardous waste treatment projects,and proposes to increase regulatory efforts and optimize prevention and control measures;Improve the accuracy of yield calculation and improve management mechanisms;Refine the definition criteria and optimize the response strategies for report content.
