固定污染源排污许可制度与环境影响评价制度的衔接融合分析

Analysis on the Integration of Fixed Pollution Source Discharge Permit System and Environmental Impact Assessment System

随着经济的快速发展,环境污染问题日益严峻。在众多环境保护制度中,环境影响评价制度是最重要的制度,能够计算污染物的排放量,明确污染源,为环境治理提供有效的参考。而固定污染源排污许可制度是有效控制污染物排放的制度,能够起到从源头限制污染物排放的作用,两项制度的有效衔接对高质量开展污染源治理工作具有积极作用。本文首先分析了固定污染源排污许可制度与环境影响评价制度衔接的必要性和可行性,其次分析了两项制度衔接面临的困境,最后提出两项制度衔接的一些建议,以期能为其他研究提供一些参考。

With the rapid development of the economy,the problem of environmental pollution is becoming increasingly severe.Among numerous environmental protection systems,the environmental impact assessment system is the most important one,which can calculate the emissions of pollutants,identify pollution sources,and provide effective reference for environmental governance.Thefixed pollution source discharge permit system is an effective system for controlling pollutant emissions,which can limit pollutant emissions from the source.The effective connection between the two systems plays a positive role in high-quality pollution source control work.This article first analyzes the necessity and feasibility of connecting the fixed pollution source discharge permit system with the environmental impact assessment system.Secondly,it analyzes the difficulties faced by the connection of the two systems,andfinally provides some suggestions for the connection of the two systems,in order to provide some reference for other studies.
