演化博弈视角下崩岗开发治理的多主体协同策略优化研究

摘要 为深入梳理和化解崩岗治理主体间的利益冲突与矛盾,本文依托演化博弈模型,探讨地方政府、企业和村集体三方主体在崩岗开发治理工作中的策略选择与演化方向,并基于福建省安溪县典型崩岗开发治理的调研,运用系统动力学模型进行仿真验证。研究发现:地方政府引导、企业投资、村集体配合的策略组合可实现多主体协同的崩岗开发治理。利好政策、附加效益、其他投资收益对崩岗开发治理博弈系统演化影响显著,与单纯加大利好政策引导力度相比,增加附加效益更能促进地方政府引导和企业投资。村集体对崩岗开发治理的配合意愿除了受到生态惩罚的影响,崩岗侵蚀造成损失的客观现实也存在一定的作用。最后,为缓解崩岗开发治理主体的冲突和促进多主体协同治理提出相应优化建议。 To thoroughly sort out and resolve the conflicts and contradictions of interests among the collapse management entities,this article discussed the strategic choices and evolutionary directions of local governments,enterprises,and village collectives in collapse development and management using an evolutionary game model.Based on the investigation of the typical collapse development and management in Anxi County,Fujian Province,the system dynamics model was used for simulation verification.The results showed that the strategic combination of local government guidance,enterprise investment and village collective cooperation could realize the multi-agent collaborative of collapse development and management.Favorable policies,additional benefits and other investment income had significant impacts on the evolution game system of collapse development and management.Compared with simply increase the guidance of favorable policies,increase additional benefits could better promote local government guidance and enterprise investment.In addition to the impact of ecological punishment,the willingness of village collectives to cooperate with collapse development and management was affected by objective reality of the loss caused by the collapse erosion as well.At the end,corresponding optimization suggestions were put forward to alleviate the conflicts among the collapse management entities and promote multi-agent collaborative management.
