社会经济的高质量发展对产品质量安全提出更高要求。标准是检验和判定产品质量安全的关键指标,分析和评价是选用标准和实践标准的重要手段。本文以技术标准体系中两个重要方面——产品标准和方法标准为例,从指标限值量单位及溯源、指标涵盖面、检测过程和社会经济效益影响等方面进行探讨,研究比较这些因素对标准比较分析客观性的影响。建议在风险评估基础上科学、合理地开展分析和评价,为高效、准确和经济有效地选用技术标准提供参考。

The high-quality social and economic development puts forward higher requirements for product quality and safety.Standards are the important indicator to examine and determine product quality and safety,and analysis and evaluation are the important methods to select and implement standards.Taking the two vital aspects of technical standards system,product standards and method standards,the paper probes into aspects of limited values and traceability of indicators,indicator coverage,detection processes,impacts of social and economic development,etc.The paper further studies and compares the infl uence of these factors on the objectivity of standards comparative analysis.It is suggested that the evaluation and analysis should be based on risk assessment,which provides a reliable reference for effi cient,accurate and economical selection and implementation of technical standards.
