民航领域标准体系构建研究

Research on the Construction of Standards System in the Civil Aviation Field

为深入贯彻落实《国家标准化发展纲要》,提高民航领域标准化水平,本文在充分考虑航空运输领域标准现状和未来发展需求的基础上,分析民航现行标准体系的不足,讨论建立新型标准体系的必要性,厘清标准体系的构建思路,遵从系统性、层次性和可行性三大原则,初步建立民用航空基础通用标准等11个子体系的标准体系结构,在智慧民航背景下为民航领域标准体系建立和维护提供参考。

In order to deeply implement the National Standardization Development Outline and improve the standardization level in the fi eld of civil aviation,this paper analyzes the shortcomings of the current standards system for civil aviation,discusses the necessity of establishing a new standards system,clarifies the construction ideas of the standards system,and adheres to the three major principles of systematicity,hierarchy,and feasibility.The paper preliminarily establishes a standards system structure that includes 11 subsystems such as basic general standards for civil aviation on the basis of fully considering the current status and future development needs of standards in the fi eld of air transportation,providing reference for the establishment and maintenance of standards system in the fi eld of civil aviation in the context of smart civil aviation.
