两岸养老服务标准化建设比较研究

Comparative Study on the Standardization Construction of Elderly Care Services in Chinese Mainland and Taiwan

养老已成为海峡两岸民生领域共同关注的问题。台湾地区在应对老龄化、培育养老产业方面积累了丰富的经验,构建了较为成熟的制度模式和标准体系,对内地养老产业的发展具有很强的参考价值。本文重点比较了两岸养老服务标准化的基本概念、标准体系和保障机制,提出内地养老服务标准化建设的不足之处及借鉴提升的思路,为进一步提升内地养老服务标准水平提供技术参考,为两岸养老“行业标准共通”奠定前期研究基础。

Elderly care has become a common concern in the field of people's livelihoods for Chinese mainland and Taiwan.Taiwan has accumulated rich experience in coping with aging and cultivating the elderly care industry,and has established a relatively mature institutional model and standards system,which has a strong reference for the development of the elderly care industry in China's Mainland.This paper focuses on comparing the basic concepts,standards systems,and safeguard mechanisms of the standardization of elderly care services in Chinese mainland and Taiwan.It points out the shortcomings of the standardization construction of elderly care services in China's Mainland and proposes ideas for reference and improvement,provides technical reference for further improving the level of elderly care service standards in China's Mainland,and lays a preliminary research foundation for the“common sectoral standard”of elderly care services of Chinese mainland and Taiwan.
