易地搬迁安置区基本公共服务高质量发展的价值内涵与建构机制——基于空间正义视角的分析

The Value Connotation and Construction Mechanism of High-Quality Development of Basic Public Services in Resettlement Areas--An analysis based on the perspective of spatial justice

在后续扶持阶段,易地搬迁安置区基本公共服务供给是实现共同富裕目标的内在要求,面临“如何实现高质量发展”的新问题。基于空间正义理论,通过对全国51个易地搬迁典型经验案例的分析,建构了易地搬迁安置区基本公共服务高质量供给分析框架,发现聚焦“均等化”和“精准化”缩小发展差距和提高服务效能,实现“区域空间正义”和“个体空间正义”,构成了易地搬迁安置区基本公共服务高质量发展的价值内涵,契合了空间正义蕴含的人本、公平等价值诉求;而健全生活型、发展型、建设型“三位一体”的基本公共服务供给体系,围绕生活、生计、社会三层空间则形成了易地搬迁安置区基本公共服务后续扶持“空间正义”的建构机制,能够发挥夯实民生保障、提升人力资本和改善社区治理的作用;可以从完善制度设计、优化资源配置、推动技术赋能、引导多元参与“四重要素”更好地实现“空间分配正义”,寻求易地搬迁安置区基本公共服务高质量发展之道。

In the follow-up support stage,the supply of basic public services in resettlement areas are the intrinsic requirement for achieving the goal of common prosperity,and it is faced with the new problem of"how to achieve high-quality development".Based on the theory of spatial justice,this paper attempts to construct an analytical framework for the high-quality supply of basic public services in resettlement areas through the analysis of 51 typical relocation experience cases in China.It is found that focusing on"equalization"and"precision"to narrow the development gap and improve service efficiency,and realizing"regional spatial justice"and"individual spatial justice"constitute the value connotation of high-quality supply of basic public services in resettlement areas,which conforms to the value appeals of humanism and fairness contained in spatial justice.The improvement of the"trinity"basic public service supply system of life,development and construction,centering on the three layers of life,livelihood and society,forms the construction mechanism of"spatial justice"for the follow-up support of basic public services in relocation areas,which can play a role in consolidating the livelihood guarantee,improving human capital and improving community governance.It is possible to better achieve"spatial distribution justice"by improving system design,optimizing resource allocation,promoting technological empowerment,and guiding diversified participation,and to seek the way of high-quality development of basic public services in the resettlement areas.
