中国市域建设用地资源稀缺与土地利用效率互动关系变迁的实证研究

Interaction Relationships Between the Scarcity of Construction Land Resources and the Land Use Efficiency in China at the Municipal Level

摘要 文章基于规模和技术双重视角,在系统分析中国城市土地资源稀缺与土地利用效率的互动机理后,引入双变量空间自相关和面板向量自回归模型,分别从空间、时间两个尺度考察2008—2020年283个地级及以上城市土地稀缺度与土地规模/技术效率的互动关系。研究发现:①空间互动方面,土地稀缺度与土地技术效率之间的空间关系从正相关逐步转变为负相关,而与规模效率之间的关系则从负相关逐步转变为正相关。②时间互动方面,土地技术效率对土地稀缺有明显抑制作用,而土地规模效率对中西部的冲击则呈现先下降后上升的“U”型关系。就具体贡献度而言,土地稀缺度对土地利用效率的冲击更为显著。基于上述结论,文章提出通过弱化地方政府间竞争关系、制定差别化的效率提升政策以及完善相应的城市扩张约束机制,以实现城市土地资源稀缺与土地利用效率的良性互动。 Based on the dual perspectives of scale and technology,this article systematically analyzes the interactive mechanism between the scarcity of construction land resources and the land use efficiency in China at the municipal level.By introducing bivariate spatial autocorrelation and panel vector autoregression models,it analyzes the interactive relationship between the land resources scarcity and the land scale/technology efficiency in 283 municipal-level cities from 2008 to 2020.The findings are as follows:1)In terms of spatial interaction,the spatial relationship between the land resources scarcity and the land technical efficiency has gradually changed from positive correlation to negative correlation,while the relationship between the land resources scarcity and the land scale efficiency has gradually changed from negative correlation to positive correlation.2)In terms of time interaction,the land technical efficiency has a significant inhibitory effect on the land resources scarcity,while the impact of the land scale efficiency in the central and western regions shows an"U"shaped relationship which is first decreasing and then rising.In terms of specific contribution,the impact of the land resources scarcity on the land use efficiency is more significant.Based on the above conclusions,the benign interaction between the urban land resource scarcity and the land use efficiency can be achieved by weakening the competition between local governments,formulating differentiated efficiency promotion policies and improving the corresponding urban expansion constraint mechanism.
