摘要
目的:研究分析新医改以来(2010-2021年)河南省卫生资源配置效率以及其变化趋势,为优化河南省卫生资源配置提供依据。方法:采用数据包络分析法(DEA)中BCC模型和Malmquist指数模型对河南省卫生资源配置效率分别进行静态和动态分析。结果:2010-2021年河南省卫生资源配置综合效率整体呈现下降趋势,期间综合效率的平均值为0.979,纯技术效率的平均值为0.992,规模效率的平均值为0.987。在动态分析方面,2010-2021年河南省卫生资源全要素生产率为0.992,整体处于下降趋势。结论:河南省卫生资源在各地市配置效率相对较好,鼓励技术创新、推动技术进步、提高决策者在面对突发性公共卫生事件的管理水平是提高卫生资源配置效率的有效途径。
Objective To analyze the efficiency of health resources allocation in Henan Province and its changing trend under the background of the new medical reform(2010-2021),and provide basis for optimizing the allocation of health resources in Henan Province.Methods BCC model and Malmquist index model in data envelopment analysis(DEA)were used to conduct static and dynamic analysis on the allocation efficiency of health resources in Henan Province.Results In terms of static analysis,the average value of comprehensive efficiency,pure technical efficiency,and scale efficiency of health resource allocation in Henan Province from 2010 to 2021 was 0.979,0.992,and 0.987,respectively,no area of which could reach DEA efficiency.In terms of dynamic analysis,the total factor productivity of health resources in Henan Province from 2010 to 2021 was 0.992,which was in an overall downward trend.The main reason was technological changes.Conclusion The allocation efficiency of health resources in Henan Province is relatively good in various cities.Encouraging technological innovation and promoting technological progress are the effective ways to improve the allocation efficiency of health resources.
