摘要
西部地区在中国整体发展中占据关键地位,以创新驱动绿色发展是西部地区实现高质量发展的重要路径,而绿色创新发展能力是决定以创新驱动绿色发展水平的核心因素。本研究从绿色创新投入、绿色创新产出、绿色创新环境3个维度20个测度指标构建了绿色创新发展能力评价指标体系,并选取西部12省2010~2017年数据,利用熵权TOPSIS法对区域绿色创新发展能力进行测度与分析。结果表明,西部12省份的区域绿色创新发展能力可体现为4大类型:持续引领型(陕西、四川)、平稳支撑型(重庆、内蒙古、云南、宁夏)、稳步提升型(西藏、贵州)、发展波动型(广西、甘肃、新疆、青海)。
The western region occupies a key strategic position in China's overall development.Innovation-driven green development is an important path for the western region to achieve high-quality development,and the ability of green innovation development is the core factor that determines the level of innovation-driven green development.This study constructed the evaluation index system of green innovation development ability from 20 measurement indexes in three dimensions of green innovation input,green innovation output and green innovation environment,and selected the data of 12 western provinces from 2010 to 2017,and used the entropy weight TOPSIS to measure and analyze the regional green innovation development ability.The results show that the regional green innovation development ability of the 12 western provinces can be reflected in four types:continuous leading type(Shaanxi,Sichuan),stable supporting type(Chongqing,Inner Mongolia,Yunnan,Ningxia),steady improvement type(Xizang,Guizhou),development fluctuation type(Guangxi,Gansu,Xinjiang,Qinghai).
