摘要
EPC项目全过程造价咨询既可以是建设单位单独委托的第三方中介机构,也可以是EPC项目全过程工程咨询项目部的一个重要组成部分。造价咨询单位在EPC项目组织架构中位置不同,其发挥的作用也不尽相同。因此,本文所述EPC项目全过程造价咨询控制主要基于建设单位单独委托的第三方中介机构视角,探讨在项目实施各个阶段控制要点及常见问题,促使EPC项目各方深入了解EPC项目模式,既有利于各方正确决策也让合作方相互降低风险,加强EPC项目模式带来的经济效益。
EPC project cost consulting throughout the entire process can be either a third⁃party intermediary agency independently commissioned by the construction unit or an integral part of the EPC project′s engineering consulting project department.The position of the cost consulting unit in the EPC project organizational structure varies,and its role also differs.Therefore,this article mainly focuses on the perspective of a third⁃party intermediary agency independently commissioned by the construction unit to discuss the control key points and common issues in various stages of project implementation,promoting a deeper understanding of the EPC project model for all parties involved.This not only facilitates correct decision⁃making but also allows cooperation partners to reduce risks and enhance the economic benefits brought by the EPC project model.
