《油田地面工程项目规范》编制背景及重点内容研究

Research on the Background and Vital Contents of the Code for Oilfield Surface Engi⁃neering Projects

标准化改革提出构建强制性标准体系,将现行强制性国家标准、行业标准和地方标准整合为强制性国家标准,并逐步用全文强制性标准取代现行标准中分散的强制性条文,形成覆盖各类工程的项目规范,目标是建立工程技术法规。《油田地面工程项目规范》是针对油田地面工程项目编制的强制性标准,依据标准编制要求和目的,从工程项目规模、规划布局、项目功能、性能和关键技术措施五个方面分析规范应包含的重点内容,使工程项目在全生命周期内能够保障人民生命财产安全、人身健康、工程质量安全、生态环境安全、公众权益和公共利益,促进能源资源节约利用、满足国家经济建设和社会发展的基本需要。

Standardization reform proposes to build a mandatory standard system,which will integrate existing mandatory national standards,industry standards,and local standards into mandatory national standards,and mandatory code covering all kinds of engineering project field will gradually replace mandatory provisions in current standards.The goal is to set up engineering technical regulations.Code for Oilfield Surface Engineering Projects is a mandatory standard for oilfield surface engineering projects.According to the formulation requirements and goals,the vital contents focus on project scale,layout,functions,performances,and key technical measures.In the whole life cycle,the project will ensure the safety of people's lives and property,personal health,project quality and environmental safety,public rights and interests,promote the economical use of energy and resources,and meet the basic needs of national economic construction and social development.
