摘要
随着经济发展和产业结构的不断调整,灵活就业群体规模日益扩大,其养老保障问题日益凸显。基于文献研究和实地调研,分析惠州市灵活就业人员参加企业职工养老保险存在参保率低、缴费比例高、养老保险预期不高、对经办机构满意度低、养老保险转移接续困难等问题,建议从提升灵活就业人员自身参保能力、构建多层次缴费机制、加大社保政策宣传、提升经办机构服务能力、推进养老金全国统筹步伐等方面进行政策优化,加快该群体切实纳入城镇职工基本养老保险体系中,实现“共建共享”。
With the continuous adjustment of economic development and industrial structure,the scale of flexible employment groups is increasingly expanding,and their pension security issues are becoming increasingly prominent.Based on literature research and field research,it is analyzed that flexible employment personnel in Huizhou City have problems in participating in enterprise employee pension insurance,such as low participation rate,high payment proportion,low expectation of pension insurance,low satisfaction with handling institutions,and difficulties in transferring and continuing pension insurance.It is recommended that the local authorities improve the ability of flexible employees to participate in insurance,build a multilevel payment mechanism,increase the publicity of social security policies,enhance the service capacity of handling institutions and promote the national coordination of insurance pension.This group should be effectively included in the basic pension insurance system for urban employees,taking the form of"coconstruction and sharing".
