近年伴随公共图书馆事业快速发展,专业化发展面临挑战:一是公共图书馆中国特色功能定位带来的挑战,二是公共图书馆应用技术进步带来的挑战,三是公共图书馆“行政化”倾向带来的挑战,四是图书馆学科发展转向带来的挑战。顺应时代变迁和事业发展,公共图书馆不能用传统的专业化理念、思维来裁剪新时期、新发展所需,需要构筑以现代公共文化服务为理论基础,以保障人民文化权益、增强人民精神力量为主要社会功能,以推动、引导、服务全民阅读为主要任务的中国特色公共图书馆理论体系、学术体系、学科体系、话语体系;需要构建公共图书馆专业化发展的新理念新能力,主要包括增强推动、引导、服务全民阅读的能力,提升推动公共图书馆社会化发展的能力,强化体现特色的融合发展能力。

In recent years,along with the rapid development of public libraries,the development of professionalism is facing the challenges of the functional positioning of public libraries with Chinese characteristics,the advancement of applied technology in the field of public libraries,the tendency of public libraries to be"administrative-oriented",and the shift in the development of library discipline.In line with the changes of the times and the development of librarianship,public libraries can not use the traditional concept and thinking of specialisation to meet the needs of the new era and the new development.It is necessary to develop a theoretical system,an academic system,a disciplinary system and a discourse system of public libraries with Chinese characteristics based on the theory of modern public cultural services,taking the protection of people's cultural rights and interests and the enhancement of people's spiritual strength as the main social functions,and the promotion,guidance and services to forster a love of reading among Chinese people as the main tasks;and it is necessary to develop a new concept and new capacity for the professional development of public libraries,which mainly includes enhancing the capacity to promote,guide and serve the national reading campaign,improving the capacity to promote the socialisation development of public libraries,and strengthening the capacity of integrated development with distinctive characteristics.
