对妨碍安全驾驶疾病人员能力评估体系的探索

本文从现状及法律法规出发,分析形成的原因和建立驾驶人能力评估体系的必要性及可行性,介绍了国内外对精神疾病驾驶人评估和管控的经验,提出了开展组织机构建设、网络平台建设、运行机制建设和法律规范建设的精神疾病驾驶人能力评估体系构建。

The paper analyzes the causes of the problem and the necessity and feasibility of establishing a driver's ability assessment system from the point of current situation and legal regulations,introduces the experience of evaluating and controlling drivers with mental illness at home and abroad,and proposes a mental llness driver's ability assessment system which includes the construction of the organizational structure,the network platform,the operation mechanism and the laws and regulations.
