侨产资源对侨乡旅游地开发的尺度性影响过程与作用机制——以开平赤坎古镇为例

The scality impact and mechanism of"Qiaochan"resources onthe tourism development of overseas Chinese hometown:A case study of Chikan,Kaiping

华侨是推动构建新发展格局和人类命运共同体的独特力量,旅游开发是侨乡振兴和侨文化传承的重要路径,破解侨乡旅游地开发过程中侨产衍生的系列难题,对于探究侨乡旅游地特殊的人地关系和助力新时期的侨务工作,均具有重大意义。以开平市赤坎古镇为典型案例地,通过连续6个月的扎根田野调研,基于质性研究范式,深入剖析侨产资源对侨乡旅游地开发的影响过程与作用机制。结果表明:侨产尺度性概念能够作为诠释侨产复杂内涵和解构侨产特殊性的理论工具;侨产尺度性包含垂直尺度、水平尺度和关系尺度三个维度,分别表征侨产的时间(代际)结构特征、空间(区域)离散特征以及背后蕴藏着的跨国社会意义和影响;侨产尺度性的不同维度协调作用于不同涉事主体的行动和司法进程,致使旅游开发过程滞缓;在侨乡旅游地开发中,侨产尺度性越复杂,对政府和资本的威慑力越强,一定程度上降低了制度性机会主义的发生。

Overseas Chinese are a unique force to promote the construction of a newdevelopment pattern and a community of human destiny,and tourism development is animportant path for the revitalization of overseas Chinese hometowns and the inheritance ofoverseas Chinese culture.It is of great significance to crack the series of problems derived fromQiaochan in the process of overseas Chinese hometown tourism development,as well toexplore the special human-environment relationship of overseas Chinese hometown and helpthe overseas Chinese affairs work in the new period.Using Chikan town in Kaiping city as atypical case study,we analyze the process and mechanism of the role of"Qiaochan"on thedevelopment of overseas Chinese tourist destination based on a qualitative research paradigmthrough six months of continuous field research.The results show that:the vertical,horizontaland relational dimensions of the scality of Qiaochan characterize the intergenerationalstructural characteristics,spatial discrete characteristics and embedded political potential;Indifferent stages of housing expropriation,different dimensions of scality of Qiaochan influencethe government,capital,owners and justice respectively,resulting in slow progress of tourismprojects;In the development of overseas Chinese hometown,the complexity of scality ofQiaochan contains a wealth of social influence and political energy,which to some extentreduces the occurrence of institutional opportunism.
