“双评价”中分层水资源模数评价方法的构建及应用研究 被引量:1

摘要 “双评价”是国土空间规划编制的前提和基础,但在近年的实践中,“双评价”的支撑性受到一定质疑,评价技术方法不够完善是主要原因之一。水资源是“双评价”的基础评价因子,但由“水资源特征”向“空间利用条件”的传导路径仍不明确。研究剖析了市县水资源取用结构,基于政策、经济、生态、工程等限制因子分析,提出微观层面分层水资源模数评价方法,而后逐一分析各层水资源取用特征,将微观模数计算公式转化为可操作的宏观计算公式,成功构建出分层水资源模数评价理论方法,实现水资源特征空间化。案例验证结果表明,本方法优于评价指南推荐的相关方法,对国土空间规划的支撑性更强。 "Double evaluation"is the premise and foundation of territorial spatial planning.However,in recent years,the supporting of"double evaluation"has been questioned,and theimperfection of evaluation technology is one of the main reasons.Water resources are the basicevaluation factor of"double evaluation",but the transmission path from"water resourcescharacteristics"to"space utilization conditions"is still unclear.This article analyzes thestructure of water resources utilization in cities and counties.Based on the analysis of limitingfactors such as policy,economy,ecology and engineering,a micro-level hierarchical waterresources modulus evaluation method is proposed.Then,the characteristics of water resourcesutilization in each layer are analyzed one by one.The micro-modulus calculation formula istransformed into an operable macro-calculation formula,and the theoretical method ofhierarchical water resources modulus evaluation is successfully constructed,which can realizethe spatialization of water resources characteristics.The case verification results show that thismethod is superior to the relevant methods recommended by the evaluation guidelines and hasstronger support for territorial spatial planning.
