长三角一体化背景下府际合作与干部异地调任的网络模式与关联性

Network patterns and relevance of intergovernmental cooperation and official rotation in the context of Yangtze River Delta integration

破除城际行政壁垒、促进要素自由流动是城市群一体化发展的关键所在。在诸多促进城际联系的手段中,政府主导的府际合作与干部异地调任是两个存在潜在关联的重要方式。研究利用长三角城市府际合作数据和干部异地调任数据,借助网络分析方法,对比两种城际联系的网络模式,并通过异质性分析探究不同类别府际合作和干部异地调任的关联程度差异。研究发现:①府际合作网络密度明显高于干部异地调任网络,同为多中心的网络结构但核心城市有所不同,其中合作网络以经济中心城市为核心,而调任网络以行政中心城市为核心。②干部异地调任与“非正式制度关系”类、实践性强、政府参与度高的合作有更强关联性。③副厅级干部调任、平调型干部调任与府际合作的关联性更强。研究基于此提出促进府际合作与干部异地调任良性互动、推进长三角更高质量一体化的建议举措。

Breaking down administrative barriers between cities and promoting the free flow of factors have become the key to the integrated development of urban agglomerations.Among the many means of promoting intercity connections,government-led intergovernmental cooperation and official rotation are two important approaches,while they are potentially interrelated.Using the data of intergovernmental cooperation and the rotation of major officials in the Yangtze River Delta cities,the study analyzes the network patterns of the two processes by drawing on network analysis methods,and explores the difference in the degree of association between different types of intergovernmental cooperation and official rotation through heterogeneity analysis.The study found that:(1)The density of the intergovernmental cooperation network is significantly higher than that of the official rotation network.The same network structure is polycentric but the core cities are different.The cooperation network takes the economic center city as the core,while the official rotation network takes the administrative center city as the core.(2)Official rotation has a stronger correlation with“informal institutional relations”,intercity cooperation with strong practicality,and high government participation.(3)The rotation of officials at the deputy department level and the rotation of officials transferred at the same level are more closely related to intergovernmental cooperation.Based on this,the study puts forward suggestions to promote the positive interaction between intergovernmental cooperation and official rotation,and thus facilitating higher-quality integration of the Yangtze River Delta.
