制造业集聚视角下环境规制对绿色全要素生产率的影响

The Impact of Environmental Regulation on Green Total Factor Productivity from the Perspective of Manufacturing Agglomeration

摘要 在中国实现“双碳”目标的背景下,“波特假说”成立的条件是学术界研究的热点,但现有研究忽视了产业集聚这个关键因素。中国制造业集聚特征明显,为揭示“波特假说”成立的产业集聚条件,本研究基于中国2003—2018年30个省级行政区的面板数据,采用系统GMM模型,探究制造业集聚在环境规制与绿色全要素生产率之间的作用机理。研究发现:(1)环境规制对绿色全要素生产率具有明显的抑制作用;(2)制造业集聚能够弱化该抑制作用;(3)这种弱化作用仅在东、中部地区显著,在西部地区并不显著。基于研究结论,提出了促进制造业集聚发展,激发制造业集聚的正外部性,以及合理实施环境规制政策等建议。 In the context of China’s realization of“dual carbon”targets,the conditions for validating“Porter’s hypothesis”are the focus of academic research,but the existing research has ignored the key factor of industrial agglomeration.The characteristics of manufacturing agglomeration in China are obvious.In order to reveal the conditions of industrial agglomeration for the validation of“Porter hypothesis”,drawing on the panel data of 30 provincial administrative regions in China from 2003 to 2018,this study adopts the systematic GMM model and panel threshold model to explore the mechanism of the interaction between environmental regulation and green total factor productivity of manufacturing agglomeration.The results show that:(1)Environmental regulation has obvious an inhibition effect on green total factor productivity;(2)Manufacturing agglomeration can weaken the inhibition effect;(3)This weakening effect is significant only in the eastern and central regions,but not in the western region.Based on the research conclusions,some suggestions are put forward to promote the development of manufacturing agglomeration,stimulate the positive externalizations of manufacturing agglomeration,and implement environmental regulation policies reasonably.
