中国式现代化进程中依规治党的演进逻辑、价值意蕴和实践路径

中国共产党百年栉风沐雨的现代化历程就是一部党领导下的不断自我革命、依规治党管党的历程。在中国式现代化进程中,依规治党历经以党章为起点,党领导下的依规治党初现雏形;以制度为抓手,依规治党更加注重制度化建设;强化制度的规范性,依规治党进一步实现法治化、规范化;迈向体系化的战略实践四个时期的演进。在中国式现代化进程中,依规治党有利于为中国式现代化铸造坚强有力的领导核心,提供科学的现代化治理方式和治理理念,开创中国化马克思主义党建理论新境界。在新时代下实现依规治党必须加强党对各方面工作的全面领导,构建科学有效的党内法规制度体系,落实制度刚性执行力和监督检查合力。

The modernization process of the CPC over the past century has been a process of continuous self-revolution under the leadership of the Party,and of governing the Party in accordance with the rules.In the process of Chinese modernization,the Party has gone through four periods of evolution:starting with the Party Constitution,the Party under the leadership of the Party has begun to take shape;taking the system as the starting point,the Party has paid more attention to the construction of the institutionalization of the Party,strengthening the normative nature of the system,further realizing the rule of law and standardization of the Party,and moving towards the systematic practice of the strategic four periods of evolution.In the process of Chinese-style modernization,ruling the Party according to rules is conducive to casting a strong and powerful leadership core for Chinese-style modernization,providing scientific and modernized governance methods and concepts of governance,and opening up a new realm of Chinese Marxist theory the Party building.To realize the rule of the Party by regulations in the new era,it is necessary to strengthen the Party′s overall leadership in all aspects of work,build a scientific and effective system of Party regulations and systems,and implement the system′s rigidity and enforcement,supervision and inspection synergy.
