特殊教育治理现代化:现状、挑战和展望

Modernization of Special Education Governance:Status,Challenges and Prospects

在中国特殊教育改革进入深水区和攻坚期的今天,教育治理的变革对特殊教育的现代化具有举足轻重的意义。文本基于既往文献对我国特殊教育治理现代化的现状及存在的问题进行了梳理,指出尽管目前我国特殊教育现代化进程中在教育公平的实现和融合教育的开展方面取得了长足进步,但在思想观念、制度规划、落实执行等方面仍存在诸多问题亟需破解。在此基础上,文本对特殊教育治理现代化的改革路径进行探讨,对特殊教育治理体系和治理能力的改进提出对策和建议。

Nowadays,the reform of special education in China has entered a deep-water area and a crucial period,and the reform of educational governance is of great significance to the modernization of special education.Based on previous literature,this paper summarizes the current situation and existing problems of governance modernization of special education in China.It is pointed out that although great progress has been made in the realization of educational equity and the development of inclusive education,there are still many problems in the process of modernization of special education in China,such as change of ideas,system planning,implementation of policy etc.On this basis,this paper discusses the reform path of special education governance modernization,and puts forward countermeasures and suggestions for the improvement of special education governance system and governance ability.
