我国科技成果转化政策状况探究——基于2015—2023年的40份文本量化评价分析

Research on the Policy Status of Transformation of Scientific and Technological Achievements in China——Based on the quantitative evaluation analysis of 40 texts from 2015 to 2023

以2015—2023年期间公布的40份科技成果转化政策为研究对象,在政策文本内容挖掘的基础上,综合运用政策工具与PMC指数模型,对我国科技成果转化政策文本进行量化评价。结果显示,我国科技成果转化政策存在着明显的政策工具配置失衡现象,需强化需求型政策工具的拉动作用;政策整体达到“B级优秀”水平,PMC指数得分为8.51,尤其在政策视角、政策公开、政策功能等方面表现优异。最后,结合我国科技成果转化现状,对相关政策提出优化建议。

Taking 40 policies on the transformation of scientific and technological achievements announced during the period from 2015 to 2023 as the research object,on the basis of mining the content of the policy texts,comprehensively using the policy tools and the PMC index model,the paper quantitatively evaluates the policy texts of the transformation of scientific and technological achievements in China.The results show that there is an obvious imbalance in the allocation of policy tools in China's science and technology policy transformation policies,and the"pull"role of demand-based policy tools needs to be strengthened;the overall policy has reached an"excellent"level,with a PMC index score of 8.51,especially in terms of policy perspective,policy Excellent performance in terms of openness and policy functions.Finally,combined with the status quo of the transformation of scientific and technological achievements in China,suggestions for optimization of relevant policies are put forward.
