摘要 目的探讨如何构建科学、可操作的行政职能部门绩效考评体系,促进医院行政职能管理部门持续改进质量和效率,从而提升医院整体服务水平和运营效益。方法从职能部门绩效考核中的常见问题出发,通过查阅相关文献资料,运用专家访谈法、德尔菲法、层次分析法对绩效考核指标进行定性与定量研究,结合平衡计分卡法构建职能部门绩效考核指标体系。结果在绩效考核体系引导及具体措施的推动下,员工满意度得到显著改善。结论建立了医院行政职能部门绩效考核指标模型,实现医院行政职能管理部门工作效率持续改进,促进了医院的可持续发展。 Objective:To explore how to build a scientific and operable performance evaluation system for functional departments of administration,promote the continuous improvement of quality and efficiency in the departments,and enhance the overall service level and operational efficiency of the hospital.Method:Starting from the common problems in the performance appraisal of the functional departments,conducts qualitative and quantitative research on performance appraisal indicators by referring to the relevant literature,expert interview method,Delphi method and analytic hierarchy process,and builds the performance appraisal indicator system of functional departments by combining the balanced score card method.Result:Under the guidance of the performance appraisal system and the promotion of specific measures,the employee satisfaction has been significantly improved.Conclusion:The performance evaluation index model of hospital functional departments of administration is established to realize the continuous improvement of work efficiency in the functional departments and promote the sustainable development of the hospitals.
