复杂边界的河流整治思路-以深圳市福永河为例 被引量:1

摘要 针对洪涝潮淤污复杂问题提出了系统解决方案:项目建设前,福永河干支流防洪潮不达标或存在隐患河长967.61 m,流域内还有低洼内涝区23.3 ha,河床淤积严重,河岸污水管网缺失,河流水质长期为劣V类,被中央环保专项督查列入治理督办清单。针对洪涝潮淤污并存的复杂问题,该项目围绕打造“海韵福永”,提出“水质改善为核心、完善防洪排涝体系、提升生态景观廊道”的系统化治理思路,采取了污染控制、补水增容、调度提速等水环境和水资源保障措施,完善堤防和泵站建设等水安全达标措施,绿廊贯通和生态修复等水生态、水文化措施,最终实现了既定的水环境综合整治目标。 This paper proposes a systematic solution to the complex problem of floods,tides,and siltation.Before the project construction,the section of the Fuyong River main and tributaries that did not meet the flood control standards or had hidden dangers is 967.61 m long,and there are also low-lying waterlogged areas of 23.3ha in the basin.The riverbed is severely silted,the sewage pipe network on the riverbank is missing,and the water quality of the river has long been classified as poor Class V.It has been included in the list of governance supervision by the central environmental protection special inspection.In response to the complex problem of coexisting floods,tides,siltation,and pollution,this project focuses on creating a"Haiyun Fuyong"and proposes a systematic governance approach that focuses on improving water quality,improving flood control and drainage systems,and enhancing ecological landscape corridors.It has taken measures to ensure water environment and resources,such as pollution control,water replenishment and capacity increase,and speed up scheduling.It has also improved water safety standards such as embankment and pump station construction,and implemented water ecology and water culture measures such as green corridor connectivity and ecological restoration,ultimately achieving the established goal of comprehensive water environment improvement.
