Analysis of Preliminary Work for the Development and Construction of Centralized Photovoltaic Power Stations

在国家碳达峰、碳中和目标指引下,光伏项目开发建设蓬勃兴起,但由于前期手续繁琐、环节众多,往往项目落地后无法第一时间开工建设,文章系统梳理了光伏项目从备案落地到开工建设前的一系列手续,并提出快速推进项目建设的重点和难点,以利当下光伏项目的高效建设开展。

Under the guidance of national carbon peak and carbon neutrality goals,the development and construction of photovoltaic projects are flourishing.However,due to the cumbersome procedures and numerous links in the early stages,construction cannot start immediately after the project is completed.This paper systematically outlines a series of procedures for photovoltaic projects from filing and landing to commencement of construction,and proposes the key and difficult points for rapidly advancing project construction,in order to facilitate the efficient construction of current photovoltaic projects.
