精细化视角下老旧小区生活垃圾分类治理:内涵、困境、优化路径——以上海市T小区为例

Classification and Treatment of Domestic Waste in Old Residential Areas from a Refined Perspective:Connotation,Dilemma and Optimization Path——Taking T Residential District in Shanghai as An Example

社区是推进垃圾分类治理的重要载体,也是夯实城市环境治理基础的重要抓手。党的二十大报告提出,要推进环境污染防治以及健全城乡社区治理体系,为进一步推进社区生活垃圾分类治理提供契机。老旧社区作为生活垃圾分类治理的一大难点,在治理过程中依然存在重管理轻服务、规范化程度低、多元结构不完善、智慧化手段应用不足的问题。基于精细化理论,通过T小区的生活垃圾分类治理实践,提出推动老旧小区深化生活垃圾分类精细化的优化路径。

The community is viewed as an important carrier to promote garbage classifi cation and management,and as an important starting point to consolidate the foundation of urban environmental governance.The report of the 20th National Congress proposes to promote environmental pollution prevention and control and to improve the urban and rural community governance system.The propositions provide an opportunity to further promote the classifi cation and management of community domestic waste.The old community has more diffi culties in the classifi cation and management of domestic waste,and some problems still exist in the treatment process,such as emphasizing management over service,low standardization,imperfect multiple subjects,and insuffi cient application of intelligent means.Based on the refi ned theory,this paper,based on the practice of household waste classifi cation and treatment in T district,proposes the optimization path of promoting the deepening of household waste classifi cation and fi ne treatment in the old district.
