新加坡数字经贸规则体系构建及对我国的启示

The Construction of Singapores Digital Economy and Trade Rules System and Its Enlightenment to China

数字经贸规则是我国制度型开放的焦点议题,也是我国增强全球经贸话语权和主导权的重要引擎。已有对数字经贸规则的研究重点关注“美式模板”“欧式模板”,对新加坡的研究相对缺乏,而且已有对新加坡的研究重点关注DEPA,鲜少关注到新加坡签署的其他数字经济协定。基于此,文章聚焦新加坡已签署形成的“1+N”数字经济协定框架,系统总结了新加坡数字经贸规则体系的发展现状、基本特征及核心主张。借鉴新加坡经验,我国应在做好数字贸易顶层设计的基础上,完善数字经济相关法律法规,制定相关数字技术标准和业务规范,拓展数字贸易议题的深度和广度,搭建数字平台促进协同治理,推动制度型开放。

Digital economic and trade rules are the focus of Chinas institutional opening-up and an important engine for China to enhance its global economic and trade discourse power and dominance.The existing research on digital economic and trade rules focuses on“American template”and“European template”,while the research on Singapore is relatively lacking.Moreover,the existing research on Singapore focuses on DEPA and little attention is paid to other digital economy agreements signed by Singapore.Based on this,the article focuses on the frame-work of“1+N”digital economy agreements signed by Singapore,and systematically summarizes the development status,basic characteristics and core propositions of Singapores digital economy and trade rules system through sys-tematic text analysis.Drawing lessons from Singapore,China should improve the laws and regulations related to digital economy,formulate relevant digital technical standards and business norms,expand the depth and breadth of digital trade issues,build a digital platform to promote collaborative governance,and promote institutional openness on the basis of doing a good job in the top-level design of digital trade.
