本文通过对《场(厂)内专用机动车辆安全技术规程》新旧规程的比对,指出了新规程的先进性,结合新规程对叉车使用管理过程中发生的多起事故案例进行多指标、多维度的分析,并提出了针对性的管理建议,也为检验机构、监管部门制定和完善叉车检验及监管措施提供了依据和技术支撑。对提高当地叉车使用单位落实企业安全主体责任水平,减少叉车在使用过程中安全事故的发生提供一定参考。

The paper compares the new and old regulations of the Safety Technical Regulations for Special Motor Vehicles in the Yard(Factory),points out the progressiveness of the new regulations,analyzes multiple accident cases occurred in the use and management of forklifts with multiple indicators and dimensions in combination with the new regulations,and puts forward targeted management suggestions,which also provides basis and technical support for inspection institutions and supervision departments to formulate and improve forklift inspection and supervision measures.It provides some reference for improving the level of corporate safety responsibility of local forklift users and reducing the occurrence of safety accidents during the use of forklifts.
