洱源县生态湿地建设问题与修复对策研究

概述了洱源县生态湿地修复建设的现状,分析了湿地修复建设存在的问题,并针对洱源县生态湿地状况,提出了建立健全湿地管理运行机制、综合开发利用湿地资源、极力争取政策支持、加强科学监测、完善湿地外来物种风险评估体系、严格环保执法和强化宣传教育等7条相应的治理措施,对湿地的修复建设,充分发挥生态湿地的“拦、截、蓄、净、用、排”等生态功能,形成洱海源头连片湿地生态系统,最大限度地削减初期雨水和农田面源尾水负荷。从而对改善生态环境,保护洱海,实现经济、环境与社会协调发展具有一定的理论和现实意义。

The status of Eryuan Wetland:this paper summarizes the current situation of ecological wetland restoration and construction in Eryuan County,analyzes the problems in wetland restoration and construction,and proposes 7 corresponding governance measures based on the ecological wetland situation in Eryuan County,including establishing and improving wetland management and operation mechanisms,comprehensively developing and utilizing wetland resources,striving for policy support,strengthening scientific monitoring,improving the risk assessment system for wetland alien species,strictly enforcing environmental protection law,and strengthening publicity and education.The restoration and construction of wetlands should fully utilize the ecological functions of ecological wetlands such as"interception,storage,purification,utilization,and drainage",forming a contiguous wetland ecosystem at the source of Erhai Lake,and minimizing the initial rainwater and farmland non-point source tail water load.Thus,improving the ecological environment,protecting the Erhai Lake,and achieving coordinated development of economy,environment,and society have certain theoretical and practical significance.
