Measures to save land in design of aluminum smelters

在现阶段电解铝项目工程总图规划设计过程中,工艺选型、规模、生产功能以及建设单位多层级多重管理指令等需求往往备受关注,但工程占地指标并未引起足够的重视。鉴于目前普遍存在的现状,聚焦我国土地空间利用规划战略发展趋势、建设用地审批日渐收紧、严守18亿亩耕地红线不动摇等政策,从厂址选择、总平面布局、边坡处理、竖向计算、土方调配等方向进行了梳理分析,提出了未来总图设计不容忽视的关注方向,以及相应的建议方法和措施,希望给予后续电解铝厂的设计工作一些借鉴和参考。

In the planning and design process of the general plan for the electrolytic aluminum project at this stage,the needs of process selection,scale,production function and multi-level and multiple management instructions of the construction unit often catch much attention,but less attention is paid to the project land occupation index.In view of the current prevailing situation,with focus placed on the strategic development trend of China's land space use planning,and given the increasingly tightening of the approval for construction land,and the unwavering adherence to the red line of 1.8 billion mu of arable land,this paper analyzes the plant site selection,general layout,slope treatment,vertical calculation,earthwork allocation and other directions,and puts forward the directions of attention that cannot be ignored in the future general layout design,as well as corresponding suggestions and measures,thus providing some reference for the design of the subsequent aluminum smelter.
