“组团式”对口支援的发生逻辑与维持机制--以J省医疗援K为例

The Occurrence Logic and Maintenance Mechanism of Group Pairing Assistance:A Case Study of J Province medically Aiding K City

在我国政治、制度和文化优势的合力推动下,传统府际对口支援发生了一场自我进化,形成了“组团式”对口支援新模式。“组团式”对口支援能够持续存在的原因是其拥有一套关系维持机制,包括“硬法授权”与“软法规约”相互包容下形成的稳定权力关系,“政绩共求”与“技艺共需”相互博弈下形成的稳定利益关系,“社会情感”与“个体情感”相互承诺下形成的稳定情感关系。面向未来,“组团式”对口支援需要吸纳社会力量、尝试市场介入、运用数智技术、坚持久久为功,但同时要注意与市民社会进行区分、规导资本趋利本性、防范智能异化风险,避免陷入帮扶依赖,最大程度挖掘“小组团”所潜藏的大能量。

Driven by the joint efforts of politics,system and culture in China,the traditional inter-governmental pairing assistance has undergone a self-evolution,forming a new model of group pairing assistance.The reason why group pairing assistance can persist after it occurs lies in that it has a unique maintenance mechanism,including the stable power relationship formed by the following relationships:the compatible“hard law authorization”and“soft law regulation”,a stable interest relationship formed under the mutual game of“seeking common achievements”and“seeking common skills”,a stable emotional relationship formed under the mutual commitment of“social emotion”and“individual emotion”.In the future,group pairing assistance needs social forces,market intervention and digital intlligence technology for a long time,but at the same time,we should distinguish from civil society,regulating the profit-seeking nature of capital,guarding against the risk of intelligent alienation,avoiding falling into assistance dependence,and maximizing the hidden great energy of group mode.
