新时代对口支援民族地区的政策实践、内在机理与优化方向--基于国家治理视角的分析

Targeted Support to Ethnic Regions in the New Era:A Perspective from National Governance

新时代对口支援民族地区在推进国家治理体系和治理能力现代化进程中发挥了巨大作用,彰显了中国特色社会主义的制度优势和治理效能。基于系统化的国家治理视角,从治理体系、治理能力和治理效能三方面,对新时代对口支援民族地区政策与国家治理的内在关系进行分析,有利于深入理解对口支援民族地区实践。作为国家治理体系的组成部分,新时代对口支援民族地区实践呈现聚焦脱贫攻坚、支援重心转向社会民生领域、运行机制不断完善等特征,并从目标指引、价值导向和组织保障三个维度服务于国家治理能力建设。为提升国家治理效能,从创新支援形式、完善考评体系、推进制度化建设等方面提出了提质对口支援民族地区的政策建议。

In the new era,targeted support to ethnic regions has played a significant role in advancing the modernization of China's national governance system and governance capabilities,highlighting the institutional advantages and effectiveness of governance under Socialism with Chinese Characteristics(SCC).This paper argues for a systematic perspective on national governance,analyzing the intrinsic relationship between the policies for targeted support to ethnic regions in the new era and national governance in terms of governance systems,governance capabilities,and governance effectiveness,in order to beter serve the practice of targeted support to ethnic regions in the new journey.As an integral part of the national governance system,targeted support to ethnic regions in the new era exhibits characteristics such as a focus on poverty alleviation,a shift in support towards social livelihood areas,and the continuous refinement of its operational mechanisms,contributing to the construction of national governance capacity in terms of goals,values,and organizational support.Finally,toenhance national governance effectiveness,recommendations are proposed for optimizing the direction of targeted support to ethnic regions,including innovative support methods,improved evaluation systems,and institutional development.
