我国县域经济发展成效、现实困境和对策建议

Development Effectiveness,Realistic Dilemmas and Countermeasures of the County Economy in China

县域是国家治理体系的基础单元,是新型城镇化和乡村振兴的重要载体,也是中国式现代化的重点难点地区。党的十八大以来,中央以乡村全面振兴推动现代化建设,促进了县域经济发展。经济总量、人均GDP快速提升,特色优势产业规模稳步壮大,县域基础设施基本完善,六大典型发展模式初步形成,但多数县底子薄、基础弱、发展难的基本状况没有改变,仍存在经济“小、散、弱”、第二产业空心化风险加剧、劳动力流失、资金外流等问题。建议在牢牢把握县域经济发展特点的基础上,坚持问题导向、目标导向和效果导向,瞄准统一大市场建设,优化要素配置,加大财政、金融、人才等支持力度,推动县域经济高质量发展。

County is the basic unit of China's administrative system,which is an important carrier of new-type urbanization and rural revitalization,and a key and difficult area of Chinese modernization.In recent years,county economic development has achieved remarkable results.A rapid economic growth at aggregate and per capita level has been made,with significant progress of characteristic industries and county infrastructure,forming six typical development models.However,the development of most counties are still faced with weak foundations,underdevelopment and many other difficulties.Problems in the overall economy,such as"small,scattered and weak"industries,the intensifying risk of hollowing out of the secondary industry,the loss of labor force,and the capital outflow,still exist.On the basis of understanding the characteristics of county economy development,we should,adhering to the orientations of problems,goals and effects and taking the market-oriented reform as the direction,research and propose the relevant policies for the development and expansion of county economy,so as to promote the high-quality development of county economy.
