省域高校教师评价政策的质量评估与提升路径——基于14省份政策文本的混合研究

评价政策影响高校教师队伍活力,建设高水平高校教师队伍亟须供给高质量的高校教师评价政策。基于PDCA质量框架,通过PMC指数量化分析和质性文本主题分析发现,高质量的省域高校教师评价政策聚焦亟待解决的现实问题,政策问题描述准确,政策目标设定合理,政策内容与时俱进,政策方案因地制宜、系统明确、切实可行且有所创新。省域高校教师评价政策质量的短板集中在政策参与、政策价值、政策工具及政策执行基础等方面。因此,提升省域高校教师评价政策质量,应从完善参与机制,吸纳多方诉求;加强政策联动,保证长效落实;丰富政策工具,激发队伍活力;坚持系统观念,统筹部门工作等方面来进行。

The evaluation policy affects the vitality of university faculty,and it is urgent to provide high-quality evaluation policies for the construction of high-level university faculty team.Based on the PDCA quality framework,through quantitative PMC index analysis and qualitative text topic analysis,it is found that high-quality provincial university faculty evaluation policies focus on practical problems that need to be solved,describe policy problems accurately,set policy objectives reasonably,keep pace with The Times,and make policy plans according to local conditions,systematic,clear,practical and innovative.The weakness of policy quality is concentrated in the dimension of policy participation,policy value,policy tools and the basis of policy implementation.Therefore,the first way to improve the quality of provincial university faculty evaluation policy is to perfect the participation mechanism and absorb multiple demands.Second,strengthening the linkage of policies to ensure long-term implementation.Third,enriching policy tools to stimulate the vitality of the team.Fourth,insisting the system concept to coordinate departmental work.
