揭榜挂帅赋能重大应急科技攻关项目的增效机制与实践逻辑——以新冠疫苗研发为例 被引量:1

Enlisting and leading contributes to the efficiency mechanism and practical logic of major emergency technology R&D projects:A case study on COVID-19 vaccine development

摘要 “揭榜挂帅”作为一种新型科研组织管理模式,与重大应急科技攻关项目具有极强的适配性,文章主要以新冠背景下中国防疫科研行动的事实为背景,深入分析在新冠疫苗研发过程中“揭榜挂帅”所发挥的重要作用。通过研究,建立了揭榜挂帅赋能重大应急科技攻关项目的理论模型:首先描绘了揭榜挂帅机制在战略引导、资源配置、创新生态三方面赋能此类项目的核心机理;其次解释了揭榜挂帅在前期、中期、后期3个阶段对于项目运行的增效机制;最后针对性的探索了新冠疫情背景下揭榜挂帅助推疫苗研制的实践逻辑,丰富了揭榜挂帅机制的研究内涵,并据此得出相应的结论与启示。 “Enlisting and Leading”is an important part of the reform of Chinas scientific and technological system.It makes up for the deficiency of the traditional scientific research funding system in many aspects,and it is neces-sary to exist.In the development trend of scientific and technological innovation,the“Enlisting and Leading”re-flects the demand side innovation orientation,disruptive innovation orientation,open innovation orientation,and scientific and technological talents orientation,which conforms to the era of development.How to understand its im-portance and clarify its strategic orientation is extremely important for deepening the reform of Chinas scientific and technological system.At the same time,“Enlisting and Leading”provides an open perspective for the management of scientific research projects and the key technological research problems and development.It stimulates the active participation of a wider range of subjects in scientific research.And it provides an important support for accomplis-hing the task of tackling key problems in scientific research and realizing the self-reliance of Chinas high-level sci-ence and technology.It is an important breakthrough in the innovation of science and technology system and mecha-nism and a necessary choice for building a powerful country in science and technology.Under the background of COVID-19,China has actively assumed the responsibility of a major country and responded to the risk of the epi-demic.China carried out epidemic prevention and control and layout as soon as possible in the first place,and for-mulated emergency plans for the epidemic to protect and ensure the health and safety of the people.At this stage,“Enlisting and Leading”guides the progress of scientific research projects,which centralizes the scheduling of re-sources to overcome the problem of the virus and gives full play to the institutional advantages of the new nationwide system and promotes the development of vaccines,so that China has achieved important results and major progress during the fight against the epidemic.This incident is a practical embodiment and a typical case of the“Enlisting and Leading”mechanism to guide the successful application of scientific research projects.In this study,the col-lection of data and the coding of the original data were used to explore the theoretical connotation of supporting vac-cine research projects.And this study analyzes and summarizes the enabling mechanism of such major emergency science and technology research projects.“Enlisting and Leading”as a new scientific research organization man-agement model,which can effectively allocate scientific research resources and stimulate the vitality of innovation entities.Major emergency science and technology projects have strong adaptability to the“Enlisting and Leading”.This paper conducts in-depth analysis of the importance of“Enlisting and Leading”in the development of the COV-ID-19 vaccine in the context of Chinas epidemic prevention and scientific research.Through the research,a theo-retical model is established for“Enlisting and Leading”to empower major emergency science and technology pro-jects:Firstly,the core mechanism of“Enlisting and Leading”mechanism in strategic guidance,resource alloca-tion,and innovation ecology for such projects is described.Secondly,the efficiency-increasing mechanism of“En-listing and Leading”in the early,middle,and late stages of project operation is explained.Finally,the practical logic of“Enlisting and Leading”in promoting vaccine development in the context of the COVID-19 epidemic is ex-plored.This study has enriched the research connotation of the“Enlisting and Leading”mechanism and drawn the inspirations accordingly.
