人水系统是构建人类命运共同体的重要基础,构建基于人水系统的命运共同体是当今时代的紧迫任务。在深入理解人类命运共同体理念基础上,提出人水系统命运共同体的概念,解读其内涵,分析对其携手构建的必要性。提出携手构建人水系统命运共同体的框架,概述建设思路,包括根本宗旨、战略目标、体系布局、基本原则以及主要内容,并给出携手构建人水系统命运共同体的实现路径与路线图。

The human-water system is an important foundation for building a human community with a shared future,and it is an urgent task to build a community with a shared future based on the human-water system.Based on a deep understanding of the idea of a human community with a shared future,this paper put forward the concept of a human-water system community with a shared future,interpreted its connotation,and analyzed the necessity of its construction.It put forward the construction framework of building a human-water system community with a shared future together,and summarized its construction ideas,including the fundamental purpose,strategic objectives,system layout,basic principles and main contents.The realization path and roadmap for building a human-water system community with a shared future together were provided.
