习近平法治思想为我国超大城市网络安全治理提供了科学的理论指导与方法论依据,即以系统治理、宽严相济作为打击电信网络诈骗及其衍生黑产的应对之道;以压实责任、全程防控作为整治网络暴力的破局之策;以严格规范、多元共治作为维护公民信息安全的治理之方;以弘扬主流、引正纠偏作为遏制网络负面思潮的止乱之法。推进超大城市网络安全领域的治理体系和治理能力现代化,应当坚持在习近平法治思想擘画的壮阔法治图景下,统筹发挥政府依法治网、企业依法办网、人民依法用网的战略合力,为民众支撑和打造一方安全、有序、文明、健康的网络净土。

The Report to the 20th CPC National Congress proposed to“improve the level of urban planning,construction and governance,and accelerate the transformation of the development mode of mega cities”.Xi Jinping's thought on the rule of law provides scientific theoretical guidance and methodological basis for China's mega-city network security governance,namely,systemic governance,leniency and severity as the way to combat telecommunication network fraud and its derivative black products;compact responsibility,full prevention and control as the solution to rectify cyber violence;strict regulation,multi-faceted governance as the formula for maintaining citizens'information security;and promoting the mainstream,correcting the deviation As a method to stop the chaos of negative thinking on the Internet.To promote the modernization of the governance system and governance capacity in the field of network security in mega-cities,we should adhere to the broad rule of law picture drawn by Xi Jinping's thought on the rule of law,and coordinate the strategic synergy of the government governing the network according to law,enterprises running the network according to law,and people using the network according to law,so as to support and create a safe,orderly,civilized and healthy net clean land for the people.
