西宁-海东都市圈高质量发展的内在逻辑与实践路径研究——基于都市圈发展模式的经验分析

A Study on the internal logic and practical path of high quality development of Xining-Haidong metropolitan Area——Empirical analysis based on the development pattern of metropolitan area

西宁-海东都市圈作为服务兰西城市群国家发展战略的重要节点支撑,科学论证和探索其高质量发展之路,成为推进共同富裕的中国式现代化建设进程中亟待解决的问题。基于实地调查研究方法,借鉴杭州都市圈、武汉都市圈、西安都市圈建设经验基础上,探析西宁-海东都市圈高质量发展应遵循党组织核心领导、生态保护优先、民族团结进步创建、协同治理的内在逻辑,针对其高质量发展面临的现实困境,研究得出西宁-海东都市圈发展的实践路径,即打造新型可持续发展的生态特色产业、实现同城化目标推进城乡融合发展、构建多元民族团结进步建立机制、建设多中心协调联动的生态治理机制。研究有助于全面推进西宁海东都市圈高质量建设,对于民族地区都市圈治理,城乡融合高质量发展,贯彻落实乡村振兴发展战略具有一定的启示意义。

High-quality development of metropolitan areas plays a key role in building a new development pattern and fully realizing the second Centenary Goal.Hangzhou's“innovation and expansion linkage”model,Wuhan's“inner city coordination”model,and Xi'an's“ecological and cultural industry integration”model are all based on their own characteristics and advantages,and innovation-driven,stimulating the vitality and effectiveness of development.The construction of Xining-Haidong metropolitan area should follow the internal logic of core leadership of the Party organization,priority of ecological protection,creation of national unity and progress,and multiple cooperative governance,and actively deal with the practical problems that the agglomeration of ecological industries is not obvious,the ability to integrate urban and rural development is limited,the value oriented of people of all ethnic groups,and the synergy mechanism of multiple subjects has not been formed.It focuses on creating new ecological industries,realizing the goal of urban integration,promoting urban and rural integration,establishing a mechanism for creating unity and progress among diverse ethnic groups,building a multi-center coordinated and interconnected ecological governance mechanism,comprehensively promoting the high-quality construction of metropolitan areas,and boosting the development of Chinese-style modernization.
