摘要 水土保持是一项有关国计民生的重要工程,开展水土保持工作对于区域水土保护、水源涵养、生态改善、防灾减灾具有重要意义。本文以广东省河源市某污水处理厂水土保持项目为例,以水土保护、水源涵养、生态改善、防灾减灾为准则层,以表土保护率、水土流失治理度等11项指标为指标层,构建了一套水土保持效益综合评价体系,并联合运用AHP-TOPSIS法对该项目水土保持效益进行综合评估。根据评价结果,本项目水土保持效益达到“较好”等级,各项指标总体上得到专家认可,但从专家评分隶属度矩阵来看,生物多样性、植被覆盖率等多项指标仍存在较大的不足,在下一步水土流失防治工作中,要更加重视植物措施的配套实施,进一步提高水土保持的生态功能,这将是下一阶段水土保持监测过程中的重点关注内容。 Soil and water conservation is important related to the national economy and the people's livelihood.It is of great significance to carry out soil and water conservation activities for regional soil conservation,water conservation,ecological improvement,disaster prevention and reduction.The soil conservation project of a sewage treatment plant in Heyuan City of Guangdong Province was selected as example for the study.The comprehensive evaluation system for soil and water conservation benefits has been constructed jointly with the AHP-TOPSIS method for the comprehensive evaluation on the soil and water conservation benefits of the project by taking the water and soil conservation,water conservation,ecological improvement,disaster prevention and reduction as the criteria layer,and the topsoil protection rate,water and soil loss control degree and other 11 indicators as the indicator layer.According to the evaluation results,the soil and water conservation benefit of this project has reached a"good"level,and all indicators have been generally recognized by experts.However,from the expert rating membership matrix,there are still significant shortcomings in multiple indicators such as biodiversity and vegetation coverage.In the next step of soil and water loss prevention and control,more attention should be paid to the implementation of plant measures to further improve the ecological function of soil and water conservation,This will be the key focus of the next stage in soil and water conservation monitoring process.
