金融支持CCUS产业发展的经验借鉴及对吉林省的启示

The Experience of Financial Support for CCUS Industry Development and Enlightenment to Jilin Province

双碳目标战略下,加快CCUS这一绿色低碳先进技术应用和产业高地建设意义重大。本文立足吉林省落实双碳目标战略、东北老工业基地绿色低碳转型与高质量发展等现实背景,及对吉林省CCUS产业的调研,就发展CCUS产业必要性、可行性进行系统分析。同时,鉴于CCUS产业发展对金融支持的高度依赖性,在梳理我国金融支持CCUS产业实践基础上,深入分析得出当前吉林省金融支持CCUS产业在绿色金融介入、绿色金融产品、绿色金融综合配套措施方面存在制约,并针对性提出政策建议,以期推动吉林省CCUS产业与绿色金融深度融合、协同发展。

Under the dual-carbon target strategy,it is of great significance to accelerate the application of CCUS,a green and low-carbon advanced technology,and the construction of an industrial highland.Based on the practical background of the implementation of dual-carbon target strategy in Jilin Province and the green low-carbon transformation and high-quality development of the old industrial base in Northeast China,this paper conducts a systematic analysis on the necessity and feasibility of developing CCUS industry in Jilin Province based on the investigation of a CCUS project in Jilin Province.At the same time,in view of the high dependence of CCUS industry development on financial support,on the basis of combing the practice of China's financial support CCUS project,the in-depth analysis concludes that the current financial support CCUS industry in Jilin Province has constraints in terms of support carriers,green financial products and comprehensive supporting measures of green finance,and puts forward targeted policy suggestions.In order to promote the deep integration and coordinated development of CCUS industry and green finance in Jilin Province.
