摘要
特许经营是将国家公园的“绿水青山”转化为全民共享的“金山银山”的重要手段。以武夷山国家公园为主要研究对象,运用混合实物期权法对国家公园生态旅游项目的特许经营权进行价值测算模型构建和分析研究,结果表明:(1)旅行费用法、条件价值法和选择实验法对比分析有利于国家公园生态旅游项目的基准价值确定,选择实验法结果可理解为在公允条件下国家公园生态旅游活动的基础价值;(2)武夷山国家公园生态旅游项目基准价值为6.42亿元,期权价值为2.64亿元,净现值为8.98亿元,特许经营权总价值为11.62亿元;(3)与传统收益法比较,混合实物期权评估方法有利于体现国家公园生态旅游项目未来经济收益风险与价值之间的关系,可为特许经营权的价值估算和科学管理提供新的参考思路。
Concessions are an important tool to transform the“green mountains”of national parks into“golden mountains”shared by all people.The results show that:(1)the comparative analysis of the travel cost method,the conditional value method and the choice experiment method is beneficial to the determination of the base value of the ecotourism project in the national park,and the results of the choice experiment method can be interpreted as the base value of the ecotourism project in the national park under fair conditions.base value of ecotourism activities:(2)the benchmark value of the Wuyishan National Park ecotourism project is RMB 642 million,the option value is RMB 264 million,the net present value is RMB 898 million,and the total value of the concession is RMB 1.162 billion;(3)compared with the traditional income approach,the hybrid real option appraisal method is conducive to reflecting the relationship between the risk of future economic returns and the value of the national park ecotourism project(3)compared with the traditional income method,the hybrid real option valuation method is conducive to reflecting the relationship between the risk of future economic returns and the value of national park ecotourism projects,and can provide new reference ideas for the value estimation and scientific management of concessions.
