数字基础设施建设是否增强了农业经济韧性?

Has the Construction of Digital Infrastructure Enhanced the Resilience of the Agricultural Economy?

把握数字基础设施与农业经济发展间的关系,是现阶段实现乡村振兴与建设农业强国的重要议题。基于数字基础设施促进农业经济韧性增强的内在机理,通过构建省际层面农业经济韧性评价指标体系,考察数字基础设施对农业经济韧性的影响。研究结果显示,数字基础设施显著促进了农业经济韧性增强,能够提升农业经济抵抗力与恢复力。数字基础设施促进农业经济韧性增强的机制在于:数字基础设施能有效促进农业产业融合、提高农村人力资本水平与农业技术进步水平,助力农业经济增强。异质性分析表明,数字基础设施对东部地区、“宽带中国”政策试点地区与国家大数据综合试验区的农业经济韧性均具有显著的提升作用。据此,因地制宜制定差异化政策,加快数字基础设施建设,推进农业农村现代化发展,以增强农业经济韧性。

Grasping the relationship between digital infrastructure and agricultural economic development is an important issue for achieving rural revitalization and building an agricultural power at present.This paper explains the internal mechanism of digital infrastructure promoting agricultural economic resilience,builds an evaluation index system of agricultural economic resilience at the provincial level,and examines the impact of digital infrastructure on agricultural economic resilience.The results show that digital infrastructure significantly enhances the resilience of the agricultural economy,and can promote the resistance and the resiliency of the agricultural economy.The reason why digital infrastructure construction promotes the resilience of agricultural economy is that it can effectively promote the integration of agricultural industries,improve the level of rural human capital and agricultural technology progress,and assist in the enhancement of agricultural economy.The heterogeneity analysis results show that the construction of digital infrastructure can improve the agricultural economic resilience of the eastern region,the"Broadband China"policy pilot area and the national Big Data comprehensive pilot area.Based on this,policy recommendations are proposed to formulate differentiated policies tailored to local conditions,accelerate digital infrastructure construction,and promote the modernization of agriculture and rural areas,providing theoretical support for enhancing the resilience of agricultural economy.
