多语及多元文化能力的内涵:创新和发展——基于《欧洲语言共同参考框架》的解读

摘要 2020年欧洲委员会正式发布《欧洲语言共同参考框架<补充手册>》,它融合最新的语言教育理念,对《欧洲语言共同参考框架》(2001)作出补充和修订,其中的主要亮点之一是对多语及多元文化能力内涵的深化和延展,将多语及多元文化能力细分为“构建多元文化资源”“多语理解”“构建多语资源”3个部分,并分级别进行具体能力描述。这是对《欧洲语言共同参考框架》(2001)中提出的多语及多元文化理念的继承和发展。多语及多元文化理念在欧洲语言教育政策文件中占有重要地位。透过这一概念,一方面可以看出欧洲语言教育领域的创新和发展,另一方面也可以解读欧洲语言教育政策对未来语言教育的指引方向。本文将围绕多语及多元文化能力理念、内涵的创新和发展进行阐释、分析并探讨对语言教育领域的启示。 In 2020,Council of Europe published the European Common Reference Framework(Companion Volume),which integrates the latest language education concepts and revised the 2001 European Common Reference Framework.One of the highlights is that it deepens and extends the connotation of plurilingual and pluricultural competence,subdivides the dimension of competence into"Building on pluricultural repertoire","Plurilingual comprehension"and"Building on plurilingual repertoire"and describes competence at different levels.By means of these scales the Companion Volume provides concrete concept of plurilingual and pluricultural competence,which was sketched out in the CEFR.In Europe today,plurilingualism defines the language policy of the Council of Europe and is a fundamental principle of language education policies.Through this concept,on the one hand,we can see the innovation and development in European language education,and on the other hand,we can also interpret the direction of European language education policy for the future.This paper will focus on the innovation and development of the concept and connotation of plurilingual and pluricultural competence to explain,analyze and discuss the enlightenment to the language education.
