中国式现代化与区域协调发展关系探索

Exploring the Relationship between Chinese Modernization and Coordinated Regional Development

区域协调发展在不同时代表现出不同的特征,在现代化目标战略下需要守正创新。中国式现代化道路不同于西方国家从“农业现代化—工业现代化—数字现代化”依次串联的发展过程,我们需要在发展水平存在差异的背景下,农业、工业、数字产业和多地区并联推进。中国式现代化战略近期最为重要的任务是构建新发展格局,而新格局的构建将多方面映射到区域协调发展。对区域协调发展取得的成就进行量化分析,可以探究未来攻坚克难的方向为结构性障碍和制度性障碍难题;提出在兼顾效率与公平原则下,从构建新的区域合作新机制入手等方面的措施主张。

From an economic perspective,this paper studies the new requirements of Chinese modernization goal mapping to regional coordinated development.The paper holds that coordinated regional development demonstrate different characteristics in different historical contexts.The Chinese path to modernization is dfferent from the development process of Western countries from agricultural modernization,via industrial modernization,to reach digital modernization in sequence.We need to advance agriculture,industry,digital industry and multiple regions in parallel against the background of different development levels.The paper represents a quantitative study of the achievements of coordinated regional development and probes into the direction of overcoming dificulties in the future,which are structural obstacles and institutional obstacles.The paper puts forward some measures and suggestions on building a new regional cooperation mechanism with the principle of both efficiency and fairness.
