中国式现代化视阈下推进城市高质量发展的制度安排

Institutional Arrangement for Promoting High Quality Urban Development from the Perspective of Chinese Path to Modernization

城市治理制度通过影响人口规模扩张、空间规模扩张以及产业布局影响城市发展。现有的制度安排虽然促进了城市高速度发展,但是存在限制劳动力自由流动、公共品分配不均、产能过剩等问题。在推进中国式现代化的过程中,城市治理制度安排应该遵循四项基本原则:与城市居民美好生活相适应原则、与城市产业发展相适应原则、与基本公共服务均等化相适应原则以及与要素自由流动相适应原则。在此基础上,需要从不同空间尺度、不同参与主体以及不同类型的基础设施等方面优化城市治理制度。

Promoting Chinese path to modernization requires sustained high-quality development of China's economy,and achieving high-quality development of China's economy requires promoting high-quality urban development through corresponding institutional arrangements.Urban governance system affects urban development by influencing population expansion,urban space expansion and industrial layout.Although the existing institutional arrangements have promoted the rapid development of cities,there are still problems,such as the restriction of the free flow of labor,uneven distribution of public goods,and overcapacity.In the process of promoting Chinese path to modernization,the institutional arrangement of urban governance should follow four basic principles:the principle of adapting to the good life of urban residents,the principle of adapting to the development of urban industries,the principle of adapting to the equalization of basic public services,and the principle of adapting to the free flow of factors.On this basis,it is necessary to optimize the urban governance system from different spatial scales,different participants and different types of infrastructure.
