机构改革的创新逻辑:战略驱动型组织变革——以2023深化党和国家机构改革为例 被引量:1

Logic of Innovation in Institutional Reform:Strategy-driven Organizational Change——A Case Study on the Deepening of reform of Party and State Organizations in 2023

摘要 2023年机构改革体现着国家发展战略牵引组织变革的新理论逻辑,创造了战略驱动型组织变革新实践形态。基于机构职能体系与组织战略体系多层次适应的理论分析框架,可以揭示和发现战略驱动公共组织变革和机构改革的主要路径:一是新设立决策议事协调机构,实现决策机构与总体战略重点的进一步匹配;二是新设或重组党政部门,实现职能部门机构与职能战略的进一步匹配;三是优化专业性国家局,实现战略执行与运营战略进一步匹配。在全面建设社会主义现代化国家新战略征程中,应遵循战略驱动型组织变革的逻辑,根据国家发展的战略需求、深化机构改革,促进国家战略目标有效转化为组织机构职能,助推国家发展战略的有效实现。 The institutional reform in 2023 embodies the new theoretical logic of the national development strategy to drive organizational change,and creates a new practical form of strategy-driven organizational reform.Based on the theoretical analysis framework of the multi-level adaptation of the institutional functional system and the organizational strategy system,this paper aims at revealing and discovering the main path of strategy-driven public organizational reform and institutional reform:1.establishing a new decision-making,deliberation and coordination institution,so as to further match the decision-making agency with the overall strategic priorities;2.establishing or reorganizing Party and government departments to further match functional departments and functional strategies;3.optimize the professional bureaus on national level,so as to achieve further matching between strategic implementation and operational strategy.In the new strategic journey of building a modern socialist country in an all-round manner,we should follow the logic of strategy-driven organizational reform,deepen institutional reform in accordance with strategic needs of national development,promote the effective transformation of national strategic goals into organizational functions,and promote the effective realization of the national development strategy.
