重建轻效:智慧城市建设内卷化风险何以生成?——基于对s省a县的追踪观察

Emphasis on Development with Negligence of Efficiency:What are the causes for the risk of involution in the development of smart cities?——Based on Follow-up Observation of County A in Province S

智慧城市建设是当前及未来城市规划与发展的必然趋势,被认为是提升城市治理能力的“一剂良药”,然而,当下部分智慧城市建设却逐渐呈现出内卷化的趋势。基于对s省a县“新型智慧城市”建设项目的追踪观察,试图解释智慧城市建设中存在的“有投入增长无实质治理绩效提升”的重建轻效现象。研究发现,智慧城市建设中内卷化风险的形成是包括政府在内的多元行动主体在既有的规章制度、政策设计与结构安排下互动博弈的结果,具体表征为目标替代、资源竞争、路径依赖与功能锁定四个维度。透析其背后的深层机理,不难发现,建设价值的偏离、“智慧锦标赛”的惯性、市场遮蔽社会、深层条块分割等才是催生智慧城市建设内卷乱象的根本原因。对智慧城市建设的批判性反思有助于真正理解其本质内涵与实践逻辑,同时也为更好地建设以人为本的智慧城市提供理论指引。

The development of smart cities is an inevitable trend in current and future urban planning and development,and is considered to be a"good therapy"for improving the ability of urban governance.However,the emergence of involution in smart city development has been perceived in certain areas.Based on the follow-up observation of the"New Smart City"development in County A of S Province,this paper tries to explain the phenomenon of emphasis on development with negligence of efficiency known as""investment growth without substantial improvement of governance performance"in the process of developing smart cities.The study shows that the formation of involution risk in smart city development is the result of the interactive game of multiple actors,including the government,within the context of the existing rules and regulations,policy design and structural arrangements,which is specifically characterized by four dimensions:target substitution,resource competition,path dependence and function locking.By analyzing the deep mechanism below the surface,it is not difficult to find that the deviation of development value,the inertia of the""smart championship",the market cover for the society,and the deep segmentation are the fundamental causes for the chaos of involution in the development of smart cities.Critical reflection on the development of smart cities is conducive to truly understanding its essential connotation and practical logic,and is also capable of providing theoretical guidance for the better result of people-oriented smart citydevelopment.
