数字贸易规则是否促进了环境服务贸易?

Do Digital Trade Rules Facilitate Trade in Environmental Services?

数字化和绿色化协同发展是全球经济发展的重要议题。数字贸易规则构建了全球数字经济治理的框架体系,环境服务贸易是经济绿色转型的重要动能。在新一轮科技革命背景下,环境服务贸易中集聚越来越多的数字要素,数字贸易规则势必会带动其转型变革。本文基于世界投入产出表数据,计量分析了数字贸易规则对环境服务贸易的影响。结果表明:数字贸易规则会显著促进环境服务贸易增长,主要通过削减环境服务贸易壁垒、推动环境服务贸易数字化、环境产品贸易协同效应三条路径来实现。分行业来看,数字贸易规则对咨询分析类环境服务贸易的促进效应最大;分条款来看,数据相关条款、贸易促进条款、消费者保护条款的环境服务贸易促进作用更为明显;从国家层面看,数字贸易规则对同类型国家间的环境服务贸易影响更为显著。边境后监管政策的差异不利于数字贸易规则发挥环境服务贸易的促进效应,而环境条款的签订将强化该效应的影响。本文拓展了数字贸易规则量化分析的研究视角,并为我国引领环境服务贸易谈判提供了经验证据。

The coordinated development of digitization and greening is an important issue in global economic development.The digital trade rules establish a framework system for global digital governance,and environmental service trade is an important driving force for economic green transformation.In the context of a new round of technological revolution,more and more digital elements are gathering in environmental service trade,and digital trade rules are bound to drive its transformation and transformation.This paper quantitatively analyzes the impact of digital trade rules on environmental service trade based on WIOD data.The results indicate that digital trade rules will significantly promote the growth of environmental service trade,mainly through reducing trade barriers in environmental services,promoting the digitization of environmental service trade,and achieving syner-gistic effects in environmental product trade.From a sectoral perspective,digital trade rules have the greatest promoting effect on consulting and analysis related environmental service trade;From a sub clause perspective,the data related clauses,trade promotion clauses,and consumer protection clauses have a more significant role in promoting environmental service trade;From a national perspective,digital trade rules have a more significant impact on environmental service trade between countries of the same type.The differences in regulatory policies after the border are not conducive to the promotion effect of digital trade rules on environmental service trade,and the signing of environmental clauses will strengthen the impact of this effect.This paper expands the research perspective of quantitative analysis of digital trade rules and provides empirical evidence for China's leadership in environmental service trade negotiations.
