信息基础设施对城乡收入差距的影响机理及检验

How Information Infrastructure Affects Urban-rural Income Gap:Influence Mechanisms and Empirical Study

为应对需求收缩、供给冲击、预期转弱三大发展问题,国家提出重点基础设施包括信息化建设等应适度超前发展。针对信息基础设施建设和乡村振兴,本文运用动态面板系统GMM模型和中介效应模型,基于我国30个省份20年的面板数据,探讨信息基础设施建设对我国城乡收入差距的影响,研究信息基础设施及其发展程度和发展阶段差异与城乡收入差距的相互关系和影响程度。结果表明,在本文的研究时限范围内,信息基础设施对城乡收入差距产生扩大作用;农村剩余劳动力流动是重要中介因素,信息基础设施通过影响劳动力流动而进一步扩大城乡收入差距;信息基础设施发展阶段和发展程度差异会对城乡收入差距产生不同的影响,且这种差异对信息化基础设施发展和信息化服务水平的相互作用也产生不同影响。本文研究认为,国家在大力发展“新基建”提升信息基础设施,推进乡村振兴,实现共同富裕的过程中,需更积极发展农村信息基础设施尤其是提升信息化基础设施水平,加快促进城乡间信息基础设施均衡发展,逐步减小城乡收入差距。

In order to cope with the three major development problems of demand contraction,supply shock and expectation weakening,the state proposes that the important infra-structure such as information construction should be moderately advanced.Based on information infrastructure construction and rural revitalization,using dynamic panel system GMM model and the mediation effect model,based on 20 years of panel data of 30 provinces and cities in our country,explore the information infrastructure of the influence to the urban-rural income gap in our country,the information infrastructure and its degree of development and phase of development difference and the relationship between the urban-rural income gap and the degree of influence.The results show that there is a substitution effect between information infrastructure and information service level.The flow of rural surplus labor is the most important factor affecting the urban-rural income gap.Information infrastructure further enlarges the urban-rural income gap by affecting the flow of labor.The dif-ference in the development stage and degree of information infrastructure has different influ-ences on the urban-rural income gap,and this difference also has different influences on the interaction between the development of information infrastructure and the level of information service.Integrated in this paper,the results of the study,countries in developing the"new construction"ascension information infrastructure,promoting rural revitalization in the process of the realization of common prosperity,to a more positive development of rural information infrastructure,especially enhance informatization infrastructure development,seize the promote the balanced development between regions and between urban and rural information infrastructure,and gradually reduce the urban-rural income gap.
